Dear stakeholders
Herewith the first draft of the annual EC Provincial Hunting Proclamation for your perusal and comment.
The responsibility of co-ordinating this process has been delegated back to me. This unfortunately caused a bit of a delay in getting this out to you.
Under the circumstances we need to get this finalized ASAP.
We therefore request your kind co-operation and that your comments reach DEDEAT before, but no later than 12:00 on Monday 23 November 2015.
We would like you to note the following:
All the Alien and Invasive Species (AIS) have been removed from the proclamation as they no longer fall within our jurisdiction – see page 9 paragraph 3.

Please also note that DEDEAT has not included the following species on the Hunting Proclamation:
1. Blue wildebeest
2. Impala
3. Nyala
4. Waterbuck
This means that these species can only be hunted on open farms in terms of a permit issued by the Department.
The reason for excluding these species is that the Hunting Proclamation is a means to allow land owners in the Eastern Cape to manage/utilize naturally occurring game on their properties, it was never intended to include extra-limital species (species not indigenous to the EC).
However, for a number of years the above species were included in the Hunting Proclamation as a means of allowing land owners, of open farms, to remove all the extra-limital species occurring on their properties. This, however, has not been the case and these species have spread, and are spreading, in the Eastern Cape.
The other reason for this exclusion is that in terms of the DEDEAT Translocation Policy it is a requirement that blue wildebeest, impala, nyala and waterbuck may only be introduced onto properties that have a Certificate of Adequate Enclosure.
By allowing the unrestricted hunting of these species on open farms, the Department is in fact dis-advantaging land owners with valid CAE’s who are complying with the existing legislation in the Eastern Cape.
Lastly DEDEAT has been inundated with complaints of illegal hunting at night and has seen no other way out but to permit ALL hunting at night.
Your kind co-operation in assisting DEDEAT to complete this process in the allotted time frame will be appreciated
