I forward this special newsletter to warn you against the expected action to be taken by the SAPS with regard to Firearm Licences
1. Maximum Number of Bullets in Possession
Section 91 (1) of the Firearms Control Act specifies that the holder of a firearm licence is limited to 200 rounds of ammunition per licence in his or her possession. Section 91 (2) however states that the above section is not applicable to Dedicated Hunters, Dedicated Sport Shooters and Professional Hunters.
I deem it important to inform you that the interpretation of the SAPS, on instruction from the CFR, that this is only applicable to Section 16 licences, i.e. licences obtained with dedicated status or as a professional hunter.
Please note that the view of the SAPS is that the limit of 200 bullets per licence is applicable to any holder of a Section 15 licence (occasional hunting or sport shooting) and/or Section 13 licence (self-defence).
At some point, we expect the SAPS to start doing inspections. We are aware of at least one example of a member where the bullets in his possession were counted one by one.
SA Hunters believes this is a unilateral interpretation of the Act by the SAPS. Therefore, we wish to warn members to be careful and be forewarned. We recommend that you do not keep more than the limited number of bullets for Section 13 and Section 15 licenced firearms.
Any members that experience problems in this regard should contact us immediately. SA Hunters is fully prepared to support you and provide advice should it be necessary.
2. Licences that Lapsed
Gen. Bothma informed all members of the SAPS that during normal policing where a firearm is found of which the licence has lapsed and the holder did not apply for the renewal of such licence in time, the owner of the firearm may be prosecuted for being in illegal possession of the firearm.

SA Hunters reiterates its advice to members to keep those firearms of which the licences lapsed and for which you did not apply for the renewal of the license in time, safely locked away. Let us wait for the decision in the court application of SA Hunters that will be heard in the North Gauteng High Court on 25 and 26 April 2017.
Should there be any instances where members experience problems in this regard, please contact SA Hunters urgently for support or advice.
3. Amnesty
After the Cabinet meeting of last week it was announced that a Firearms Amnesty will be declared for the period 1 April to 30 September 2017. For the moment we have no further information available. As soon as we have the relevant detail available, we will provide it to members.
4. Firearms in Estates
The SAPS also announced that they will introduce a specific effort to collect and eventually destroy firearms in estates that may not be dealt with in the correct manner.
We advise members to be extremely careful when they have firearms in their possession that are assets in a deceased estate, whether the estate was finalised or not. Rather remain within the constraints of the Act when dealing with firearms in estates.
You could expect inspections of estate firearms by the SAPS that would wish to ensure that these firearms are held within the constraints of Act 60 of 2000. More on this topic here.

Dink julle nou werklikwaar dat ons slaapende ridders in blou die verskil ken tussen 'n "bullet" en 'n "cartridge"?

Dit is soos om vir 'n Taxi-drywer te sê dat hy nie in die "nood baan" moet verby steek nie. Hy sal vinnig vir jou sê dat as daar niemand staan en pie nie kan hy dit doen!
